ARRESTED: accused paving scammer located after Monday's Most Wanted report

Frank Small was booked into the Carter County jail on August 3rd and charged with theft over $10,000.

On July 28th, he and another man were featured in News Channel 11's Monday's Most Wanted segment.

Small was released on bond.

No information on the status of the search for Richard Donovan Adams was available Wednesday night.



It's one of the oldest summertime scams - fly-by-nigh paving "companies" whose salesmen talk a sweet deal only to lay on the pressure to pay big.

Now, two accused paving scammers are on the run after they got caught in Carter County ripping off elderly residents in the Milligan community.

The Carter County Sheriff's Office wants to charge Frank Edward Small and Richard Donovan Adams with theft over $10,000.

Investigators said they could be connected to similar crimes in other areas.

"They would come up to these people and tell them they were paving down the road and had some extra asphalt  and see if they needed a patch job for two or $200-$300," said Capt. Jeff Markland, Carter County Sheriff's Office.  "And they would pave the driveway and get a bill for several thousands dollars."

And that's when the pressure tactics really begin.

"They would strong-arm these elderly people into paying them and threatening to put liens on their property and so forth," Markland said.  "We're trying to put a stop to that."

Markland said the scammers almost always are guilty of another offense - shoddy work.

Small and Adams have been indicted by a grand jury, but deputies have not been able to locate them and make an arrest.
