4 killed in Plant City crash, drivers had no valid licenses

PLANT CITY, FL (WFLA) - Neither of the drivers in a deadly two car crash in Plant City Friday morning had a valid driver's license, according to the Florida Highway Patrol.

All four occupants in the two cars were killed in the crash. Investigators say no one was wearing seatbelts. The crash happened around 12:16 a.m.on State Road 60 and Smith Ryals Road in south Plant City.

Investigators say Rolando Silva, 31, was driving east on SR 60 in a BMW at about 100 miles per hour when he lost control of the car, went into the westbound lane and hit a Cadillac head-on.

There were three people in the Cadillac; driver Joseph Allie Vizcarrondo, 26, and Lauren Elizabeth Phillips, 19, both of Valrico, and Jenna Dawn Kelly, 25, of Sun City Center.

According to the Hillsborough County Sheriff's Office website, the driver of the BMW, Rolando Silva, has an arrest record for possession of controlled substance, driving with a suspended license and other charges. He only had an ID card on him at the time of the crash. His driver's license had been revoked, FHP officials said.

The driver of the Cadillac, Joseph Allie Vizcarrondo, was driving with a suspended license, according to FHP. Neither drivers were wearing seatbelts. The crash closed westbound lanes on SR 60 for almost five hours. 

News Channel 8 spoke with family members of Lauren Phillips, who was killed in the crash. She was a student at South Florida State College in Avon Park. Phillips was a pitcher on the school's softball team and wanted to continue playing at the University of South Florida. She was majoring in elementary education and dreamed of teaching kindergarten. Lauren Phillips is survived by her mother, Kimberly Jahn and her father Ray Phillips.
