Men charged in pot bust at Johnson City airport file plea agreements

Two men found at the Johnson City airport in November with more than 70 pounds of marijuana have filed plea agreements in federal court.

According to court documents filed Friday in federal court in Greeneville, David Cardwell and Justin Laycock agreed to waive indictment and arraignment and plead guilty to conspiracy to distribute and to possess with the intent to distribute a quantity of a mixture or substance containing a detectable amount of marijuana.

A plea agreement hearing was scheduled for Jan. 10.

The men were also originally charged with using and carrying a firearm in the furtherance of a drug trafficking offense.

Drug Enforcement Administration agents were waiting at the airport Nov. 18 when Cardwell and Laycock landed in a private plane. A subsequent search of that plane and a nearby car revealed duffel bags filled with 77 pounds of marijuana.

Also found was a Ruger semi-automatic pistol and multiple loaded magazines.

Both men face a maximum penalty of five years in prison, a $250,000 fine, supervised release for at least two years to life and a mandatory assessment of $100.

Laycock also agreed to forefeit his interest in a 1961 Cessna airplane and log books, and four firearms.
