    An Alabama man who went to the hospital for a routine circumcision says doctors mistakenly amputated his penis. Johnny Lee Banks Jr. of Birmingham and his wife, Zelda Banks, filed the lawsuit Tuesday.

PINEY FLATS, TN (WJHL) -

 Randy Scott was outside mowing his lawn when his next-door neighbor  lost control of his Chevy truck.

Police have identified the man as David M. Shields.

Sheilds was pulling in to his driveway on Charlie Avenue, in Piney Flats, when witnesses say he lost control, drove through  the backyard, over a retaining wall, and into Boone Lake.

His neighbor, Scott, was mowing on the other side of his house and says he didn't see or hear any of it.

Scott said a man who lives across the lake came over to his house and told him there was a white truck floating in the lake just outside his home.

Scott's wife called 9-1-1 and said within minutes divers from the Kingsport lifesaving crew showed up, but the truck was already 30 feet deep in the water.

"By the time we got to the lake bottom the truck was gone, all we could see was just a glow of the lights," Scott said. "We're going to miss him. Good neighbor. Good guy."

The Scotts lived next door to Shields for ten years.

Shields' three daughters came over to the Scott's house and waited while the rescue team got the truck and the body out of the water. Scott

said one of the daughters had just arrived for the holidays from Texas, and had not even had the opportunity to see her dad one last time.

The Sullivan County Sheriff's Office reports that circumstances surrounding the crash do not appear to be suspicious, however, the investigation is ongoing.

The Sullivan County Sheriff's Office has released the identity of the victim.

57-year-old David M. Shields, of Piney Flats, died Saturday night after crashing his truck into Boone Lake.



PREVIOUS STORY: 

A man is dead tonight after crashing his vehicle into Boone Lake.

It happened just before 6:00 Saturday night, when witnesses say it appeared the vehicle turned into a driveway on Charlie Avenue, in Piney Flats, and lost control.

The driver then drove down the driveway, through the back yard, over an embankment, and into the lake. When the sheriff's office arrived, the vehicle was completely submerged in the water.

Divers with the Kingsport Lifesaving Crew responded to the scene, and found the deceased victim inside the truck, which has now been removed from the lake.

The circumstances surrounding the crash do not appear to be suspicious, however, the investigation is ongoing.

The victim's name has not yet been released, pending notification of family.
