FAYETTEVILLE, N.C. -

The Army has declared Fort Bragg Spc. Kelli Bordeaux deceased, the Army announced Wednesday.

Adjutant General, Brig. Gen. David K. MacEwen declared Bordeaux deceased Monday based on the findings and recommendations of a Board of Inquiry convened to review her duty status.

Bordeaux's husband and mother were notified of the change in status by Army officials on Monday.

Bordeaux's sister Olivia Cox said the change of status is a standard procedure. She said each case of a missing soldier is reviewed after one year, and a board makes a decision of how to reclassify the soldier's case.

"It's a technicality on some paperwork for the military more than it is a final answer for me and my family," Cox said.

The change in status does not presume that Bordeaux is dead, but rather allows for the transfer of benefits to her family in keeping with Army policy, the Army said.

"If Kelly's out there I want her to know that my family's not giving up," Cox said. "Just because this status is changing does not mean I'm giving up on her. I'm still going to continue fighting for her just like I have been for the past year."

Bordeaux has been missing since April 2012, when she was last seen leaving Froggy Bottoms bar in Fayetteville.

"Specialist Bordeaux was a soldier like no other," said Lt. Col. Heather A. Kness, commander of the 261st Multifunctional Medical Battalion. "Kelli absolutely loved being in the Army and that attitude was reflected in everything she did."

Police believe Bordeaux left with a registered sex offender by the name of Nicholas Holbert, but beyond that, authorities have not made any connections to her disappearance.

The Fayetteville Observer reports police have learned of two text messages sent from Bordeaux's cell phone after leaving the bar. One of them said she had arrived home. Investigators doubt Bordeaux was the one who actually sent that message.

Police have announced a $25,000 reward is available for information that could help investigators. Bordeaux is 5 feet 1 inch, and weighs 105 pounds. She has blond hair, brown eyes and a small build.

Anyone with information about Bordeaux's disappearance is urged to contact Fort Bragg Army Criminal Investigation Command investigators at (910) 396-8777.
